ABSTRACT. Harvey argues that a direct trade-off exists between changing technology or location in the competitive search for excess profits. Layne points out that a hegemon tends to overpay for security, which eventually weakens the internal foundation of its external position. Jessop treats structural integration and social cohesion as deeply problematic and the constitution of bounded and unified societies as inherently improbable. Gagné affirms that geo-economics is not a substitute for geopolitics.: significant new components must be added to the understanding of State behavior and of the international system.
