ABSTRACT. The Law of Peoples is an extension of a liberal conception of justice for a domestic regime to a Society of Peoples. International justice applies only if nation states are self-sufficient and states can reach the level of well-ordered peoples with the duty of assistance from the liberal societies. Justice is concerned with the distribution of social primary goods, where these are social resources that any rational individual would want more of.
