ABSTRACT. The theory that I shall seek to elaborate here puts considerable emphasis on the unifying nature of the maritime port in oceans and coastal law, the foundations of military access to the coastal seas, the importance of access to the littorals for international security, and freedom of navigation in the world’s oceans. The purpose of this paper is to gain a deeper understanding of the nexus between the changes afoot in the international law of the sea, the dominant value of sea power in the modern world, the significance of freedom of the seas, the increasing political and economic importance of the world’s coastal zones, and the governance and regulation of the Arctic Ocean. pp. 150–155
