ABSTRACT. The purpose of this study is to examine the interaction of political direction and bureaucratic creativity in policy development, the multiplicity of principals attempting to influence bureaucracies, modeling control of bureaucratic policy making, and the role of bureaucrats’ specialized knowledge.
